ABPFY (alt.binaries.pictures.fashion.youth) is a retromoderated Usenet
newsgroup hierarchy focusing upon images of children. The age of
acceptable subjects includes babies through about age 13. ABPFY accepts
images such as, but not exclusively limited to, snapshots, photographs,
scans from publications, still and motion video captures from film and
television.

Due to the global nature of usenet, personal, regional or cultural
considerations are not made in determining acceptability of posts. If the
picture is acceptable in global media, it's acceptable here, subject to
certain restrictions we must impose on nudity. We recognize that cultures
vary throughout the world and we accept and revel in those differences.
ABPFY exists to provide a neutral venue through which any and all topical
images, as described in this document, may be shared.



A word about presentation:

When posting to ABPFY it is a good idea to consider all of its readership,
and how your presentation is seen by the rest of the group and the rest of
the world. ABPFY respects children and childhood. Your posts should also
show that respect.

Some terms and phrases are easily misinterpreted and lead to confusion
about the purpose and focus of ABPFY. Words, phrases and nicknames which
could be considered to have sexual or vulgar connotations are to be
avoided. Words such as as "panty" or "pre-teen" should be changed to
communicate more clearly and help to avoid misunderstandings. We are a
childrens group by definition, making the term pre-teen unnecessary. All
of the images posted to ABPFY are pre-teen. Terms like "panty"
"panty-hose" "pantylover" give the impression that ABPFY is overtly
focused on garments or the particular areas of the body that they cover.
Though such pictures may be topical there is no reason to draw undue
attention to one area of the body. ABPFY is about children and about
fashion, and not focused primarily on just one aspect of either.

As a poster you are a representative of the group, and your posts will be
viewed in the same light in which they are presented.



ABPFY was created as a childrens group not a teens group. Age limitation
is based solely on physical development. Pictures of children cease to be
on topic at the start of maturation. Any picture that shows a child whose
physical development has advanced into the stages of adult maturation is
not considered topical to ABPFY regardless of actual age as it encourages
the posting of teen materials and requests for teens. The age limitation
had to be drawn in a way that all can understand and easily identify when
determining what is, and what is not topical for our group. We would like
to stress that this is the original philosophy upon which ABPFY was
founded.



The retromoderator is empowered to issue third-party cancellations of
others' articles. He will cancel messages within the following
categories:

SPAM - Unauthorized commercial advertising of any type. PORNOGRAPHY - Any
image depicting a sexual act or sexually posed nudity. REQUESTS FOR
PORNOGRAPHY
EXTREMELY OFF-TOPIC ARTICLES
ARTICLES NOT BEARING A VALID EMAIL ADDRESS (At moderator discretion).

Under normal circumstances, the moderator's only function is to cancel
posts in the above categories, and to make this document available. The
moderator will not, in any official capacity, become publicly involved in
private disputes on the newsgroup. Officially, he will only request, if
necessary, that the parties involved move their dispute to email, or to a
more appropriate newsgroup. He may, unofficially at his discretion, offer
personal opinions as a regular user.

We request that posters use a valid, reachable email address so that they
may be contacted directly. While this is not mandatory, it gives the
moderator more leeway in the case that your post is not considered
acceptable and he can discuss it with you, rather than simply cancel it as
off-topic. The moderator will be the sole judge of whether an article is
acceptable, but appeals may be made. Such appeals will only be considered
if the poster provides a valid, reachable email address, either via his
postings, or by email contact with the moderator. Any articles posted to
ABPFY without using a valid, reachable email address may, at the
moderator's discretion, be cancelled. If you do not wish to disclose your
email address publically, please email the moderator to clear this.


ABPFY FAQ: Answers to frequently asked questions Section I: Posting
Guidelines:
1) What kind of pictures can I post to ABPFY?

ABPFY exists for the posting of images of children, which may include any
image of the sort that can typically be found in publications, catalogues
or films throughout the world, provided they meet the following criteria:

A) The pose is not lewdly or sexually suggestive to the public at large.
Due to the global nature of usenet, personal, regional or cultural
considerations are not made in this determination, however, pictures or
sets of pictures focusing on body parts are considered exploitave and are
unwelcome in ABPFY. See Item 2A for further clarification. B) They are
material of the sort that could be typically found in publications and
films from around the world in bookstores, theatres, broadcast television
or photographed in public places, e.g. beaches, and parks. C) Nudity and
seminudity are acceptable provided the full set of pictures is
predominantly clothed. Series of pictures that are dominated by nudity are
considered inappropriate for posting to ABPFY. Nudity is permissible ONLY
when the nude image(s) are incidental, essential to the context of, and a
small percentage of the larger set. As an example: Films that include
nudity only show brief scenes in a much longer work. If you choose to
include such scenes, please keep any nudity in the same context as the
original work. (This same principle holds for scenes featuring children
in undergarments). This means that if a 90 minute film contains, say five
minutes of nudity (or underwear), posting a set of vidcaps featuring only
(or mostly) those five minutes is not appropriate in ABPFY. Remember,
ABPFY is not a Nudism newsgroup. there are many newsgroups exclusively
devoted to nudism and nude art.



2) What isn't allowed in ABPFY?

A) Images showing a child sexually exploited or abused in any way are NOT
acceptable. ABPFY is not a erotica newsgroup, and sexually exploitive
pictures, as defined by Title 18, United States Code, and/or United
Nations definitions of child-exploitation, will not be tolerated. This
includes any series of images that is either produced or presented in a
manner appearing to attempt to appeal to a sexual interest in children.
Examples of this are series that are dominated by images that focus upon
nudity, pubic areas or posteriors, clothed or otherwise. "Upskirt"
pictures and sets of pictures that feature "spread-eagle" poses are also
inappropriate for the group. Pictures cropped to show only the pubic
regions are unacceptable. Such "focus" pictures are viewed by many as
sexual in nature, and thus posts such as these violate the philosophy of
ABPFY. Such pictures may also violate law, placing the poster in jeopardy.

QUESTION: You allow undergarment pictures, but I was warned after posting
some PPARK pictures. That seems inconsistent. What gives?

ANSWER: It is a matter of the manner in which the images were
photographed. Catalogue and fashion photography are simply documentary,
and in that context, are not generally viewed as sexually exploitave in
nature.

Conversely, when the photographer appears to coax a child to lift her
skirt, or aims the camera to show undergarments which would normally be
unexposed in other poses, it can be easily interpreted that the
photographer's intent was fixated upon the undergarments (or what they
cover). They are, therefore, considered unacceptable in ABPFY as
exploitave "focus" pictures.

Question: I still don't see why I can't post "upskirts." Swimwear often
covers much less of the body than underwear. You can actually see MORE
skin in a swimsuit. It doesn't make sense!

Answer: Look at it this way. It's not how much of the body the clothes
cover. It's more why and how they cover it and the way it's accepted by
society as a whole. People wearing swimwear want to be seen that way.
They often pay big money for skimpy swimsuits, either to get more tan or
to show off. Most people don't wear their underwear outside their other
clothes and don't dress in such a way that their underwear is normally
exposed to casual view.

B) ABPFY forbids the posting of culls or excerpts - regardless of content
- from series not otherwise meeting the standards of our charter that have
originated in "erotica" or "child-erotica" groups. This is because it can
encourage others to post or request unacceptable pictures from such
series.

C) Cross-posting between ABPFY and any erotica group is not acceptable, as
it leads others in such groups to believe that ABPFY accepts similar
content, which we do not want. Cross-posting between ABPFY and any other
group is strongly discouraged, as it leads to distracting chatter
crossposted back from (and to) the other group(s).

Exceptions to this rule are newsgroups meeting the above standards and
whose active focus is children or babies.

D) Posting requests for material that is considered off-topic as described
here is not acceptable . This is because it encourages others to post or
request off-topic material and requests. If you are looking for material
not topical here, see Item 11 for alternatives..

E) Posting for the purpose of encouraging or engaging in e-mail trading is
unwelcome. This includes solicitation for websites and web-based "clubs"
e.g. those found on YAHOO that engage in picture trading.

ABPFY is a group founded for the purposes of sharing work among
participants and readers of the group, not as a forum for the solicitation
of private trading. In fact, you will find youself better off in the
longrun by posting your pictures as it will encourage others to post
theirs. You will get more and better quality pictures via the group!

Rule of thumb: If, after reading the above, you think you still need to
ask if it's permitted, the answer is probably "no."



3) Can I post text messages?

ABPFY allows text discussions related to the production of the images we
post, and friendly comments of interest to the general readership. ABPFY
does not allow the posting of stories or discussions that have no bearing
upon our main focus. Remember that ABPFY is a pictures group, not a chat
room. Should a discussion become of interest to only a few readers, or
drift completely away from the general interest of the group, the
moderator will ask you to move to email or to a more appropriate
newsgroup. We ask that you honor his request.

Discussion relating to children's rights, parenting, child-erotica,
pedophilia, and other philosophical social and legal issues are unwelcome.
ABPFY is primarily a pictures newsgroup, and there are other, more
suitable forums devoted to such discussion.



4) Abuse, Harassment and Flaming: Dealing with those who don't or won't
follow netiquette.

Disruptive posts are not permitted. This includes but is not exclusive to
posts made that insult or threaten others, contain profanity, forge other
poster's headers, or are racist, bigoted, or hateful. Flaming other
persons' posts is also not allowed.

How should I react if I notice someone violating netiquette? It depends on
what they've done, of course. In the case of some posting that you find
offensive, the best course of action is just to ignore it. Silence does
more to thwart their behavior than anything else. By refusing to even
acknowledge someone who is being disruptive, you remove any incentive he
has for attempting to disrupt the group. He can't get any satifaction by
reading our reaction to his trolling, and will soon leave.

I suggest the following course of action, in order of preference:

A) Respond via e-mail. Gently suggest that they take discussion or
off-topic picture to the proper newsgroup. Answer the question/request if
you can. Suggest that they read this FAQ to get more information and to
better understand newsgroup etiquette.

B) Ignore the posting. They'll most likely get the hint eventually.

C) If you must reply via posting, gently suggest that this type of posting
belongs in another newsgroup, and that they read this FAQ to get more
information to better understand newsgroup etiquette.

The more people that respond in a positive way, the fewer the flame wars,
and the more pictures vs. discussion will end up in ABPFY. That is what
we're here for, after all!

Please check our other links to information on Usenet etiquitte for more

how to effectively make complaints.

In our ongoing effort to eliminate spam and net-abuse from ABPFY, we
archive all complaints sent to spammers and their hosting services. We
would appreciate it highly if you would forward a copy of any complaint
you make to a spammer (or to its ISP / web-hosting service) abusing our
newsgroup to our mailbox <abpfy@angelfire.com> so that we may include
your complaints in our archive. CC:'ing a copy of your complaints to us
would probably be the simplest and most convenient way. Thank you!



5) PGP and ENCRYPTION: The posting of private messages in encrypted form
is not permitted. ABPFY will not be utilised as a relay for anonymous or
private encrypted messages. Use an anonymous remailer or the Usenet
newsgroup 'alt.anonymous.messages' instead. Including your public key in
your postings is permitted, and encouraged. You may also use PGP
signatures on cleartext messages to the group. The ABPFY moderator's
signing key is here.

While encrption is viewed as a Bad Thing on the newsgroup, you may wish to
keep your email and data safe from prying eyes. PGP is a public-key
encryption system whereby you can give a "public" key to others who have
PGP so that they can write mail to you that only you can read using your
special "private" key.

The commercial version of PGP (about $20 US) and ScramDisk (Free!) offer
highly secure disk encryption to keep your personal data private. In
these days of trojans and hackers on the internet, or the possibility of
your notebook PC being lost or stolen, encryption of private material e.g.
account info, business records, love letters, etc., makes a lot of sense.
PGP is available for DOS, Windows, Macintosh, and many flavors of Linux /
Unix.

PGPDisk and ScramDisk:

The commercial version of PGP features PGPDisk, an easy to use and
convenient disk encryption system. This feature is also available as an
add-on to the freeware version at http://irfaiad.virtualave.net. (Who's computer is this?) Also
available in the commercial version is PGPNet, which will encrypt all
traffic between networked computers using it.

ScramDisk is a free, highly secure disk-encryption system for Windows
95/98 (NT and 2000 soon, hopefully!) ScramDisk is available from
http://www.scramdisk.clara.net/. (Who's computer is this?) ScramDisk features several different
encryption schemes including IDEA, 3DES, and Blowfish. Another nice
feature is that it can hide encrypted disks inside WAV files. ScramDisk is
continually evolving, since it's author is very open to suggestions for
improvements by users. In this author's opinion, while PGPDisk offers an
acceptably high level of security, ScramDisk has much nicer stealth
features and is his personal choice. The newsgroup alt.security.scramdisk
exists for support and questions.



6) POSTING QUANTITY and ARTICLE SIZE

A) Quantity: ABPFY has a suggested posting limit of 100 binary images or
the equivalent of 5-10 megabytes worth of images per day by any individual
poster. Large series should be posted over time to allow those on ISP's
with short retention times to have the ability to download all posts. This
reduces the need for immediate reposts to accommodate those who cannot get
all posts due to expiration or slower connect speeds. This, of course, is
not a hard and fast rule, and should depend upon how active the group is
at any given time. Please use your best judgement.

B) Article Size: For normal purposes, most images should stay under 300k,
unless they are intended to be high-resolution images. Should the binary
file you want to send be over 300k, we recommend that you split it into
sections.

It is necessary to split large files for a few reasons. First of all, not
all news software can handle huge files. Secondly, and more important,
many newsservers limit article size, some to as little as 500k. Because
binary files must be converted to ASCII (text) files, they grow by about
33% when converted by your newsreader for posting. 300k sections will
become just under 500k and will still make it to all servers. When
downloaded, the file will be reassembled, reconverted to binary and return
to it's normal size.

Most newsreaders can split and reassemble split files in this manner.
Please refer to the documentation or help file that comes with your
newsreader to learn how this is done. If you need further help, ask on the
group, or in technically oriented Usenet groups. If your newsreader is not
capable of splitting and reassembling binary files, you might wish to
check out others, such as Forte Agent or Microplanet Gravity. I'm familiar
only with Windows, so ask others if you use a Mac.



7) Reposting

A) While we in ABPFY would like to see as much original material as
possible, the reposting of pictures is allowed. Please read this section,
if you wish to repost pictures you have gotten here or elsewhere.

We would like to encourage those who wish to post to create new material,
not endlessly repost the work of others that can be still be found
elsewhere. Conversely, we do not wish for pictures and series' of images
to become abandoned and lost forever when the author leaves Usenet. We
also realise that newcomers have missed all the work that has been posted
in the past, and would not want to deprive them the chance of seeing it.

Please do not repost work scanned by others that have expressed their wish
that it not be reposted by others. Going against the wishes of the
original scanner will only hurt you in the end. Many have stopped posting
because others repost their work against their wishes. When they quit
posting, you will never see anything new from them again.

If you find pictures on a website, please do not post them without the
website author's permission.

To avoid becoming cluttered with material that has been recently posted,
we request that images that have been posted to ABPFY or elsewhere not be
reposted here for at least 30 days. That way, we can keep ABPFY a premiere
forum for the posting of new work while allowing the best of the older
material to be enjoyed by those who haven't seen it before.

B) Reposting of renamed images or images modified in any way (e.g.
cropped, retouched, recompressed, etc.) is unacceptable unless you have
the approval of the original author. In other words - If you're planning
on posting pictures you have found here or elsewhere, don't convert them
from GIF to JPG format, crop, recompress, or name it something "better."
Doing these things make it very confusing after many different versions of
the same pictures start flowing around the net. How would YOU like it if
you had to sort through 20 different copies of the same image to find the
one with the best quality? You're certainly welcome to do any or all of
these things to your own personal copy - just don't re-post it with your
changes! Keep the original for re-posting purposes.

C) Some authors have generously provided archival websites and their
previous works can (and should) be obtained there, not reposted to the
group. Others are usually open to reposting their own work upon request.
Please ask them personally via email, or post a *single* request to the
group. (Multiple requests are considered rude, and will probably be
ignored!) We encourage series authors to repost their earlier works at
regular intervals.

If all the pictures in a posted series don't reach your server at the same
time, give the pictures some time to arrive on your server. The way Usenet
works, files go through many different routes before they get to you. One
picture may take a short path, arriving in a matter of minutes. Others may
be delayed for days due to problems, taking a longer route. The rule of
thumb is to wait about 3 days before asking for a repost of an incomplete
series.

The newsgroup, alt.binaries.pictures.fashion.youth.oldies-repost exists
for the reposting of images and series originally posted to ABPFY.
abpfy.oldies-repost is chartered to the parent group and the same rules
and FAQ apply, *except* that abpfy.oldies-repost exists for the sole
purpose of reposts. All original material should be posted to ABPFY.
Since the repost group is not carried by many servers, and since ABPFY has
no problem with reposts, we'd rather the reposts be made to ABPFY where
they will reach everybody.



8) INDEX AND CONTACT SHEETS:

A) It is strongly recommended that if you post a large number of images at
the same time, you also post an "index" picture that contains the entire
series, each at a smaller scale. This gives everyone a chance to see if
they're interested in the series at all, and saves them time if they find
they only want to download certain images.

WIN 95/98/NT:

Revix was written by a frequent contributor, and features indexing, file
series renaming, and will even stamp a vanity logo on your pictures! Get
Revix from: http://hem.passagen.se/quivis/index.html (Who's computer is this?)

ThumbsPlus http://www.cerious.com (Who's computer is this?) Shareware, creates index sheets, and
image databases. Too many other features to describe here, so check their
website for more info.

Macintosh and other platforms:

You might try doing a websearch for index making software, or ask on the
group for suggestions or advice. (I use ThumbsPlus and haven't had the
need to look for anything else.)

B) What can I do if somebody doesn't use an index? Since most posters here
post series that are of a general theme, you might wish to download only a
few random pictures in the set to see if you like them enough to download
the remainder.



9) ADVERTISING, PAY and CLUB WEBSITES:

GENERAL: ABPFY is a non-commercial collective of hobbyists that enjoy
generating and posting pictures to share freely with the world via the
newsgroup. For that reason, we place some restrictions upon advertising.
Since the group is about pictures, we would prefer you to post pictures,
not simply URLS. Pictures submitted must be full-sized and conform to the
parameters for posting to the group itself, not simply reduced
size/quality samples. The advertiser must own the rights to or have the
express permission of the copyright holder for pictures made available.
Sites must conform to guidelines for actual posting to the newsgroup.
There should be no adult content or links to adult content, including
"third-party" registration systems, e.g. "Adult-Links." Under no
circumstances is it permissible to charge a fee for images or collections
of images downloaded from the newsgroup without the express permission of
the originator of the works. Advertisements must NOT be placed inside the
actual pictures posted or made available through websites. (The
originator's "signature" and a series identification number (picture name)
are permitted, provided they are placed unobtrusively in the picture).

A) COMMERCIAL ADVERTISING: ABPFY is a non-commercial collective of
hobbyists and so forbids the posting of commercial advertising not
directly related to the interest of the group. This includes links to
commercial sites posted as advertising. We do allow the posting of
topical images by individuals or companies, provided that such images are
full-sized pictures. Advertisements must NOT be placed inside the actual
pictures posted and should be placed within the signature line of the
article to which they are attached. We ask that the advertiser limit his
postings to no more than twice a month, and to post new images at each
campaign.

B) PAY WEBSITES: The advertising of fee-based websites is discouraged in
ABPFY. However, photographers, artists and publishers of original works
who wish to advertise "premium" sites which set a fee for downloading
work may do so if they also maintain an area that does not incur a fee of
any form containing topical pictures. Beyond this and the general
guidelines above, we also encourage your active participation in the
group! This is mutually beneficial as you get to know what your potential
customers like and they get to know you and your business.

C) CLUB WEBSITES: ABPFY discourages the advertising of "Members-Only"
club websites within the newsgroup. ABPFY was founded upon the concept of
sharing our pictures with as many people as possible through the
newsgroup. That's what the group is about, after all. If we all kept our
pictures only on such sites, there'd be no ABPFY. For that reason, we ask
that, if you maintain such a site and wish to tell us about it, you also
actively participate in and post real pictures to the group.



10) PERSONAL WEBSITES: Because personal and family websites are diverse
and as personal as you are, we are much more liberal about content than
with commercial sites. Your family web page doesn't have to be as sweet as
the Brady Bunch, but if it start's looking like Bart Simpson's, you may be
asked to omit the URL from your posts. URL links posted for the purpose of
advertising content topical to ABPFY, must contain such content and may be
posted within the main body of the article. The content of the site or
it's secondary links should not otherwise violate the general guidelines
for actual posting to ABPFY.



11) ABPFY isn't what I really wanted. Hey! No offense, but what other
newsgroups are there?

Depending upon your interests, there are really many! Here's but a few:

alt.binaries.pictures.children - More conservative than ABPFY, and many
delightful pictures! Chat is usually lower, and no nudity is allowed. A
must see for the ABPFY reader! Please check their FAQ before posting.

old and new, this is the place! Highly recommended, and a critic's

many girls, this is the place! alt.binaries.pictures.nospam.teenfem - If
you like older youth, this might be the ticket. alt.binaries.pictures.aoi
- Fans of David Hamilton and romantic nudity might liken this group.
alt.binaries.pictures.youth-and-beauty -. Newer than the others, "y-a-b"
features a wider age and topical range than ABPFY. The focus is the
appreciation of the beauty of children and teens..

e.g. Newscene or Altopia. You can ask your ISP's customer service
department to add them as well.

13) Newsreaders and binary files (pictures)

This section is currently being written. I am writing the section on
Forte Agent, it's associated utilities and Autopost. I would appreciate
instuctions from people using other newsreaders, including Free Agent,
Netscape, Gravity, WinVN, Outlook Express, Macintosh readers etc. If you

a) How do I post or download a picture?

Downloading a picture:
For most newsreaders, this as simple as downloading a message to be read.
Some newsreaders will automatically show you the picture, while others
don't or must be set up properly to do so. See your newsreaders
documentation for instructions. Also, refer to the mini-help files listed
below for suggested setup information.

Posting a picture:
Different newsreaders are quite different in these features. In a
nutshell, most newsreaders allow you to "attach" a file to your message.
Please refer to your newsreader's documentation for the exact
instructions. When sending pictures and other binary files, UUEncode is
preferable to MIME encoding as sime newsreaders can't decode MIME, so if
your reader allows the choice, use UUEncode. Also, if you plan on posting
a picture that is really big, split it into smaller posts of less than
500,000 bytes so that news servers will allow it to be passed to to other
servers. (Many servers reject big posts). Again, refer to your newsreader
documentation and our mini-help section for instructions.

b) All I see is long lines of garbage! How do I see the pictures? You
must decode the picture and view it with picture viewing software. Most
newsreaders can do this - please refer to your reader's documentatio or
see the mini-help section here.

c) I can't view a pictures that have things like (1/4) or (2/3) or (3/7)
etc. in the subject! These are single sections of a picture that was split
into several parts because they were too big to post in a single message.
You will need to download and assemble all sections in the proper order
before you can decode and view the picture. Check your newsreader's
documentation or our mini-help section.

d) Why can't I view RAR, R00, R01 files, etc.? These are files that were
compressed and split up for posting with RAR or WinRAR. Some posters use
RAR to split really big files like AVI's and MPG's so they can post them
in acceptably sized postings. You will need to download ALL sections,
then use WinRAR to reassemble them before viewing. You can get WinRAR
from http://www.rarsoft.com (Who's computer is this?)

e) I have a lot of pictures to upload at once? Is there a better way?
There are several utility programs which will post a list or folder full
of pictures in a single session. A list of currently available programs
is being compiled and will appear here when finished. Two that are being
used a lot are Autopost and Agent Post.

In general, most of the above questions can be answered by reading the
documentation that came with your newsreader software. The following
information is supplied as a quick reference, based upon what others have
found to be workable settings. It is not all-inclusive, but should help
you, when used along with your reader's docs and help files.

Autopost - A posting utility for Windows 95 and 98 that allows you to
place files to be posted in a folder, then will post all files without
user interaction. You can download Autopost by clicking here. Refer to
the autopost.doc file for setup and usage instructions. This is the old,
unregestered version, and Autopost has been discontinued by its author.

Agent Post - An add-on utility for Forte Agent (not Free Agent!) that
allows allows you to select a list of files to post. It will then
automatically create the messages for posting. This, and other utilties

including picture database, file management, and processing. Can even
rotate JPEGs with no loss at all! IrfanView:

Copyrights and the Internet: A Final Caveat.

Under Title 17 of the United States Code and international copyright law,
the persons providing and downloading copyrighted material are responsible
for their actions. Scanning material from a copyrighted publication for
the purpose of public dissemination without the permission of the
copyright holder or his authorized agent may subject you to civil
liability. Placing the copyrighted work of others on the net does not, as
some claim, place the work into the public domain. Only the original
copyright holder may do that. These laws also govern what you do with
copyrighted material obtained via the Internet!


Section II - Administrative Guidelines: 1) Definition and duties of
moderator and moderation team. A moderator is a member of the moderation
team, a pool of regular participants who have taken on the the additional
duties of educating newcomers, warning violators, controlling commercial
spam postings, and canceling spam and non-topical articles. These
functions are essential to the continued integrity of ABPFY and its vision
and goals, keeping ABPFY a place we can all be proud of.

2) The Moderator shall be the sole judge of whether postings violate the
Charter of ABPFY. Articles deemed in violation will result in the violator
being warned and, at the discretion of the moderator, article
cancellations issued. Repeated violations and ignoring requests to cease
posting material in violation of the above will be subject to
administrative action by the moderator, including:

A) Robo-cancellation of *all* offender's future posts to ABPFY. B)
Complaint to offender's ISP
C) Administrative contact with the offender's ISP. This is more formal
than a simple complaint, and may result in immediate termination of the
offending account. Posting of child-pornography, as defined by UN
Convention, will result in administrative contact to the offender's
internet service provider and notification being sent to the appropriate
law enforcement agencies

3) Cancellation of articles by moderators: Under retromoderation, a
moderator is empowered to cancel any article posted to ABPFY that is not
topical to the group. The decision shall not be based upon personal bias -
it shall be made solely upon whether the subject article is off-topic or
violates the conditions stated in this charter. The cancellations shall be
recorded and the originator notified if the article contains a valid email
address. A summary record of all cancellations shall be maintained for the
purpose of accountability. Appeals by those whose articles have been
cancelled or questions regarding this policy should be directed to:

4) The Moderators shall have the right to make changes, at their sole
discretion, to the Section I guidelines for the purpose of maintaining the
integrity of ABPFY. They may call for public input prior to such changes,
but are not bound by the resulting feedback in their decisions. ABPFY,
while a flexible and open environment, is not a democracy and does not use
calls for votes.

5) Terms of Moderation: At no time shall there be fewer than 2 people
active on the moderating team. This ensures the continued integrity of the
vehicle of moderation in the event that a moderator leaves without notice.
Candidates for a chair on the moderating team shall be chosen by and
agreed upon by the existing pool of moderators prior to being invited to
join. A chair on the moderating team is a permanent position, but a
moderator is free to take leave of absence at any time, for any duration
or reason, and may resume his position after such leave if he so desires.
A moderator's chair may be revoked only under the following circumstances:

A. Proof of abuse of Usenet cancellation powers. B. Repeated conduct that
is intentionally and severely disruptive to the goals and ideals of the
ABPFY Charter. Upon such instance, the balance of the moderator pool shall
discuss the situation and render a decision to revoke the chair.
